Absrtact
The objective of this project was to carry out waste treatment strategic environmental assessment (SEA). The project continued implementing the investigation process regarding waste treatment strategic environmental assessment, including having consulting meetings with specialists, conducting public hearings and 2 project examining meetings, coordinating and carrying out SEA works, and passing the Environmental Impact Assessment Committee’s review on December, 2011. In addition, the project proposed the draft of “Plans for Constructing Municipal Waste Bio-energy Center” as the foundation for further actions. After assessing the policy selection technology availability and proposing the initial establishment of model factory for Bio-energy Center, the project proposed the draft of the “Implementation Plans for Constructing Model Plant for Municipal Waste Bio-energy Center” according to the requirement of the EPA. We also suggested that Demonstration confirmations would be carried out first to establish conditions for localization and assure the technology availability. The project also reviewed current situations, problems, and future execution priorities regarding various industrial waste control, clearance and treatment, and proposed the draft of the “Revised Plans for Worldwide Industrial Waste Control, Clearance and Treatment”, hoping to make sustainable utilization of industrial waste and move to a stage of “building a recycling-based society and creating a sustainable environment.”
